Established to provide for the educational and emotional needs of children whose parents have been harassed, injured, lost jobs, or died in the course of their progressive activities and who, therefore, are no longer able to fully provide for their children. Professionals and institutions will be awarded grants to provide the children with services at no or reduced cost.
