Works for changes in laws that currently give government agencies a direct financial interest in seizing the assets of drug suspects: (1) forfeiture assets should go to a general fund and not to agencies that seize them, (2) civil forfeiture cases should regard the suspect as innocent until proven guilty, and (3) penalties should be commensurate with the crime.
